7. Discussion of operational needs of school, including the following areas: governance, finances, human resources, marketing, Special Ed, By-Laws and how best to meet those needs

Why did they cut time limit down to 3 minutes
I don't know their reasoning, but I would guess it is an effort to make their meetings conform to the a standard used by most school districts.
Then again, I seldom understand their logic anymore...
