You have a kid.  You tell the kid a million times to not do something.  You explain why that something won't work, hasn't worked before, probably will never work.  You tell your kid what the consequences are, over and over again.  You make other suggestions to your kid that will work.  You try to distract your kid who keeps going back to that one something that you tell them not to do.  And against all advice, all evidence that that something is bad, the kid does the something. Afterall, his friends are doing the something...

Your kid gets caught in the something trap while his friends seem to slip through ok.
Your kid has to live with the consequences.  
Will he do it again?  You'd like to think no.  

Gov. Markell - You are Delaware's Education Kid.  Your districts - your locals - are telling you that your DOE has a bad plan.  We've explained why the DOE plan won't work, hasn't worked before, and probably will never work the way it's designed. We've told DOE what the real consequences are for us if we participate in their plan.  We've offered our own alternative.  Yeah, a few of our friends are doing it the DOE way.  It might work really small scale for a really short period of time?   But, when those incentives are all gone, what will the longitudinal data show? 

Gov. you won't be the Gov. when the longitudinal data comes in.  Please don't leave the locals marred in the consequences.   Please don't be that kid or in this case - leave the locals suffering that kid's consequences.

the governor isn't the kid, he's the overbearing, head in the sand parent who doesn't know or care to see the truth of how or what the kid does.
